Where would AI data centers go in Vaca Muerta?
Power, gas, fiber, water and land in Neuquén and Río Negro, area by area, with what has been announced and its source.
Since October 2025, Vaca Muerta has shown up in almost every announcement of artificial intelligence data centers in Argentina. According to Escenario Mundial (10/10/2025), OpenAI and Sur Energy signed a letter of intent for Stargate Argentina, a campus of up to 500 MW in Patagonia with an investment of up to USD 25 billion, in which OpenAI would be the main buyer of the computing capacity. According to Diario Crónica (07/09/2026), the same region is also weighing a 120 MW FlexDomes campus in Neuquén (USD 1.4 billion of initial investment), a 300 MW Green Capital campus in Chubut and Pampa Energía's project at Loma de la Lata.
For scale: according to Agendar Web (28/07/2026), Argentina has 13 data centers today adding up to 32 MW. A single project like Stargate proposes 500. That gap is why the question of where they would go stops being theoretical and becomes a question of land, substations and gas pipelines.
Four reasons come up again and again. Gas: the basin produces the fuel to generate electricity on site. Cold: according to Diario Crónica (07/09/2026), low temperatures cut cooling costs, and according to Neuquén Informa (11/11/2025) the cold, dry climate is among the advantages the province presented to investors. Land: there are industrial parks and available acreage close to the infrastructure. Incentives: the RIGI in force and the Super RIGI under way, which covers data centers.
This page gathers what each candidate area has according to our official layers, what has been announced there with its source and date, and what is still unknown. It is a starting point for a site selector, for a province or town that wants to attract an investment like this, and for anyone following AI data centers in Argentina and AI data center site selection in Patagonia.
What a site selector looks at for an AI data center
Data center site selection in Argentina ranks the factors almost the same way as anywhere else. According to JLL (2026), power availability has become the industry's main constraint, ahead of land and capital, and in primary markets the average wait for a grid connection exceeds four years. That is why on-site generation and behind-the-meter deals are growing. These are the six factors we use to read each area:
Electric power
Proximity to a high-voltage substation (132 kV or more) and the capacity available at that node. An AI campus is measured in hundreds of MW: according to Yahoo Finance (10/09/2026), Pampa's project starts with a 20 to 40 MW pilot and aims for 500 MW.
Gas for on-site generation
A trunk gas pipeline and a nearby compressor station make it possible to generate your own power. It is Vaca Muerta's particular edge over other regions.
Fiber optics
Redundant connectivity to traffic hubs. According to Diario Crónica (07/09/2026), international connectivity is among the works to expand, with a second submarine cable in the Government's plans.
Water and cooling
Consumption depends on the design: evaporative cooling uses a lot of water and closed-loop or direct-to-chip cooling far less. The Limay and Neuquén rivers run through the area.
Ground, acreage and risk
Contiguous hectares, gentle slope, road access, seismicity and suitable zoning, ideally inside or near an industrial park.
Permits and incentives
Tax regime, environmental and provincial permitting times, and land tenure: public or private, for sale or for lease.
Data center map of Neuquén: power, gas and industrial parks
The map opens centered between Confluencia and Añelo with the layers that matter for a data center: substations, 132 kV and national high-voltage lines, trunk gas pipelines, compressor stations, industrial parks, planned power and gas works, and the parcel map of Neuquén and Río Negro. Everything comes from official sources and shows its source when you tap each feature. Planned works are visible with a free account.
- 132 kV lines

What has been announced
According to Diario Nuevo Día (23/09/2026), since June 2026 the Stargate Argentina assessment has focused on the Confluencia department, in areas near the Limay River, with Senillosa and Arroyito as possible sites; neither has been confirmed as the final site, and the project still rests on the letter of intent between OpenAI and Sur Energy. According to Escenario Mundial (10/10/2025), Central Puerto and Genneia join the project as energy partners. Our works catalog lists the Centenario Oeste substation with its 500 kV connection for Vaca Muerta, tendered by EPEN (Public Tender 27/2026, 31/08/2026), and CAPEX's Agua del Cajón I and II solar park, announced at a public hearing by Neuquén's Environment Secretariat (10/02/2026).
Strengths
It is the area with the most generation nearby: thermal plants, hydro plants on the Limay and the only 500 kV substation a few kilometers from an industrial park. It has the city, the airport, the workforce and the services of the Neuquén–Plottier–Cipolletti metro area, and the Limay River next to it.
Still to solve
The capacity available at each node is still to be published. Being close to the Limay and to urban areas adds the debate over water and peri-urban land use. Trunk compressors are far away: gas arrives through the pipelines already in place.
Añelo and its industrial park
What our layers show
- The Loma de la Lata substation (132 kV, EPEN) is about 9 km from downtown Añelo and the El Trapial–Loma Campana 132 kV lines run about 4 km away. The Loma Campana thermal plants (105 MW and 107 MW) are about 6 km away.
- The Gas del Pacífico pipeline runs about 5 km away and TGS's Neuba II (Loma La Lata–Cervantes) about 9 km away; TGS's Confluencia compressor is about 24 km away.
- Two industrial parks: Añelo municipal (365 ha) 1 km away and the provincial park (736 ha) about 3.5 km away.
What has been announced
Our works catalog lists the Neuquén–Añelo fiber link of the CALF cooperative and the Town of Añelo, 96 strands and about 150 km, with funding (CALF cooperative, 04/09/2026). We found no data center announcement sited in Añelo.
Strengths
It is Vaca Muerta's operating hub: the largest industrial parks in the basin, trunk gas pipelines and thermal generation a few kilometers away, and funded fiber to Neuquén city.
Still to solve
The local 132 kV grid serves the oil industry, which is also growing. The town has high demand for housing and services. The CALF fiber route is still to be published.
Loma de la Lata: Pampa Energía's project
What our layers show
- The Loma de la Lata thermal plant (765 MW per the Energy Secretariat's power plant layer) has its substation next door and a 500 kV line to Planicie Banderita, whose 500 kV substation is about 13 km away next to the hydro plant (472 MW).
- It is a gas hub: TGS's Loma La Lata–Válvula 5 pipeline and TGN's Centro Oeste run 1 km away, and TGS's Confluencia compressor is less than 2 km away.
- The nearest industrial park in our layers is San Patricio del Chañar rural, about 23 km away, and Añelo about 25 km away.
What has been announced
According to Yahoo Finance (10/09/2026), citing a Reuters report from 07/09/2026, Pampa Energía is seeking investors for a data center next to the plant, with a 20 to 40 MW pilot and a possible expansion to 500 MW; the power infrastructure for the full concept would cost close to USD 900 million, still with no anchor customer or final investment decision, and the company aims to close first agreements before the end of 2026. According to Agendar Web (05/10/2026), Pampa is offering Loma de la Lata's 780 MW, which become available in a few months, to AI data centers; the RIGI approval the company received in 2026 is for its fertilizer plant.
Strengths
Existing generation next door, 500 kV high voltage, trunk gas and compression in the same place. It is the clearest case of on-site generation in the whole basin.
Still to solve
It is an industrial site with a defined operator, so nearby land is negotiated in that context. The estimated power infrastructure is large and the project is still looking for its first customer.
Cutral Có and Plaza Huincul
What our layers show
- The Cutral Có substation (132 kV) 1 km from downtown, with 132 kV lines to Zapala, Plaza Huincul and Choconcito. The nearest 500 kV substation, Chocón Oeste, is about 50 km away.
- TGS's Cordillerano pipeline about 4 km away and the Plaza Huincul compressor (TGS) 3.5 km from Plaza Huincul. YPF's Plaza Huincul refinery is in our energy nodes layer.
- Three industrial parks: Cutral Có (143 ha), Tecnológico (216 ha) and Plaza Huincul (420 ha), all less than 5 km from the towns.
What has been announced
We found no data center announcement sited in this area. In our works catalog, the dedicated Argentina LNG pipeline starts at the CIN plant, about 24 km away, according to its environmental impact assessment (01/10/2026).
Strengths
Trunk compression, gas and 132 kV next to industrial parks with plenty of acreage, and an industrial and oil tradition of almost a century.
Still to solve
The 500 kV grid is about 50 km away. A large campus would depend on its own generation or a new connection.
Rincón de los Sauces
What our layers show
- The Rincón de los Sauces substation 1 km from downtown, with a 132 kV line to Puesto Hernández (substation about 17 km away). The municipal industrial park, 1,626 ha, about 12 km away: the largest in our Neuquén layers.
- The nearest trunk pipeline, Gas del Pacífico, runs about 57 km away and the nearest compressor, San José de Añelo, about 77 km away.
What has been announced
We found no data center announcement sited in Rincón de los Sauces.
Strengths
Plenty of acreage in the industrial park and a 132 kV grid reaching the town.
Still to solve
Far from trunk gas and from the 500 kV grid; with today's data it fits medium loads better than a campus of hundreds of MW.
Río Negro: the Alto Valle (Cipolletti, Allen and General Roca)
What our layers show
- Cipolletti: the Alto Valle substation (132 kV) and the Alto Valle thermal plant (96 MW) about 3 km away, 132 kV lines 1.4 km away and TGS's Neuba I pipeline about 3 km away.
- Allen: the Cipolletti–Allen and Allen–General Roca 132 kV lines about 2 km away, TGS's Fernández Oro feed about 4 km away and Neuba I about 6 km away. The Cervantes compressor (TGS) is about 43 km away. The dedicated Argentina LNG pipeline, under study, runs about 11 km away according to its EIA (01/10/2026).
- General Roca: three 132 kV lines leave the city (to Allen, to Villa Regina and to Termoroca); the Termoroca plant (193 MW) is about 9 km away, the Neuba I and Medanito–Mainqué pipelines about 8 km away and the Cervantes compressor about 22 km away.
- The full Río Negro parcel map (IDERN) is on the map. Our Río Negro substation layers are the national ones, narrower than Neuquén's.
What has been announced
According to Diario Crónica (07/09/2026), Stargate Argentina is considering Neuquén, Río Negro or Chubut. We found no announcement with a defined site in the Alto Valle.
Strengths
Cities with services, a dense 132 kV grid, trunk pipelines nearby and the Negro River. For a project looking at both provinces, it is the natural continuation of the Neuquén metro area.
Still to solve
It is irrigated orchard land: large contiguous acreage usually lies outside the valley, on the plateau. The capacity of Río Negro nodes is still to be published.
Río Negro: Catriel
What our layers show
- The Medanito–Divisaderos 132 kV line about 2 km away, TGN's Centro Oeste pipeline about 14 km away and its Puelén compressor about 36 km away. The Entre Lomas thermal plant is about 45 km away.
What has been announced
Our catalog lists the Catriel Industrial Park works with industrial water and fiber, under construction (Diario Río Negro, 2026). We found no data center announcement sited in Catriel.
Strengths
An industrial park adding industrial water and fiber, and trunk gas at a reasonable distance.
Still to solve
With today's verified data it is an area to watch, still far from the 500 kV grid.
Power for a data center in Vaca Muerta: the missing figure
The figure that weighs most in the decision is the electric capacity available at each node, which CAMMESA and the transmission companies hold but which is still to be published as a layer. The closest public document is CAMMESA's single-line diagram by area and voltage for Patagonia, in its 04/12/2025 version, which shows how substations and lines connect, without the free MW at each one.
As a historical reference, according to Diario Río Negro (10/06/2022, old data), an analysis of CAMMESA's electric areas described Patagonia as having "zero remaining capacity" for new renewable generation at high voltage. Works have been added and demand has changed since then, so read it as context and ask for the updated figure for each node.
That is where Vaca Muerta's edge comes from: generating on site with gas. It is Pampa's approach at Loma de la Lata, according to Agendar Web (05/10/2026), with the plant's 780 MW available for data centers. It is also the global trend: according to JLL (2026), more and more operators fund their own generation to avoid connection waits.
The map shows the planned power works we know of, each with its source: the Centenario Oeste substation and its 500 kV connection for Vaca Muerta (EPEN, Public Tender 27/2026, 31/08/2026), the closing of the 132 kV Northern Ring between Las Lajas and Chos Malal (UPEFE, tendered, 08/2026), the 500 kV Southern Corridor lines from Choele Choel (under study, environmental assessment of 07/2026) and the Agua del Cajón I and II solar park (announced, 10/02/2026). For gas, TGS's Perito Moreno pipeline expansion (under construction, Run Run Energético, 03/10/2026) and the dedicated Argentina LNG pipeline (under study, EIA of 01/10/2026). When a work has a reference location rather than an official route, the map says so.
Water and climate in Patagonia for a data center
Water depends mainly on the cooling system. According to LA NACION (31/03/2026), using US estimates, mega data centers need 7.1 m³ of water per MWh consumed, counting direct use and the indirect use of power generation: more than 2.5 million liters a year per megawatt. That figure applies to evaporative cooling designs; closed loops and direct-to-chip cooling sharply cut direct use. So actual consumption ranges from almost zero to 7.1 m³/MWh depending on the design.
The same article reports the public criticism: the region's rivers have been recording historically low flows and the oil industry already uses water from the basin. Any project in the area will have to show its water balance with data.
The map shows the IGN perennial rivers (Limay, Neuquén, Negro and Colorado), INTA irrigation canals and Neuquén's aqueducts. Water rights and concessions are not yet in a public layer we can add.
On climate, the province highlights the cold and dry air, according to Neuquén Informa (11/11/2025). Temperature series from Argentina's National Weather Service (SMN) are being prepared for the report; until then, the map shows INTA's annual rainfall and water balance, and the earthquakes recorded by INPRES.
Permits and incentives: RIGI and Super RIGI for data centers
The RIGI (Large Investment Incentive Regime) covers projects from USD 200 million, according to Infobae (25/06/2026). According to Escenario Mundial (10/10/2025), Stargate Argentina was presented under that regime.
The Super RIGI is a new regime for investments above USD 1 billion in "industries of the future", data centers included. According to Infobae (25/06/2026), the Chamber of Deputies passed it 130 to 106, with benefits such as a 15 % income tax rate, zero import and export tariffs and 30 years of stability, and sent it to the Senate. According to Diario Crónica (07/09/2026), it is the first time technology infrastructure enters a regime like this.
Beyond the national regime, each project needs its provincial environmental permit, power feasibility from EPEN or the transmission company, and the town's approval. According to LA NACION (31/03/2026), specialists warn that the incentive framework can be regressive on environmental control and water use, a point worth settling early with site data.
